Interdistrict Permit
In accordance with an agreement between the Board of Education and the board of another district, a permit authorizing a student's attendance outside his/her district of residence may be issued upon approval of both the district of residence and the district of proposed attendance. Please refer to our board policies and administrative regulations for details.
Conforme a un acuerdo entre la Junta de Educación y la junta de otro distrito, un permiso autorizando la asistencia escolar de un estudiante afuera de su distrito de domicilio se puede otorgar cuando el distrito de domicilio y el distrito de asistencia propuesta así lo aprueben. Inter-District Process
All permits are being processed by email at this time.
All inter-district transfer requests will begin with the Department of Student Services at the District Office. Please email your inquiries to kcerano@c-vusd.org.
For the 2023-2024 School Year, the application window will remain open through March 15, 2024.
For 2024-2025 School Year, the application window will open on February 1, 2024 through March 14, 2025.

Steps for Requesting a Transfer into C-VUSD
For families who are outside of the Covina-Valley Unified School District (C-VUSD) boundaries who wish to enroll their children in C-VUSD.
Items we will need to process your request:
- The approved release from your Home District. (Please reach out to your home district for guidance on how to obtain a release)
- Covina-Valley USD Inter-District Transfer Acknowledgment form (click link below to download application)
- Grades K-5: Current Report Card / Grades 6-12: Transcripts
- Discipline Records (If no discipline records are in place, please provide us with a written statement from the current school to verify this discipline information)
- Attendance Records (If no attendance records are in place, please provide us with a written statement from the current school to verify this attendance information)
- Most current IEP (If Applicable)
- Section 504 Accommodation Plan (If Applicable)

Pasos para Solicitar una Transferencia a C-VUSD:
Para familias que están fuera de los límites del Distrito Escolar Unificado de Covina-Valley (C-VUSD) que desean inscribir a sus hijos en C-VUSD.
Cosas que necesitaremos para procesar su solicitud:

Steps for Requesting a Release from C-VUSD
For families who are C-VUSD residents who wish to enroll their children in a district outside of the C-VUSD boundaries.

The reason for your request will determine the additional documents you will need to submit to support your request:
- Continuing Enrollment: Most current report card
- Child Care: If the reason for the permit is due to Child Care, parents need to sign
- Child Care Verification English/Spanish Form (click link to download application)
- Current pay stub
- Letter from Employer (letter needs to be on company letterhead stating the hours they work and the days that they work)
- Employment in another district
- Current pay stub, or

- Specialized Program/Club
- Acceptance Letter

Inter-district Timeline
C-VUSD will begin processing inter-district permits in February each year.
- For the current school year requests, a final decision will be provided to
parent (s)/guardian(s) as soon as possible, but no later than 30 calendar days from the date of receipt of the request - For a future year request, a final decision will be provided to
parent (s)/guardian(s) as soon as possible, but no later than 14 calendar days following the beginning of the school year for which enrollment is sought
Appeal Procedures- The following appeal procedures are established in the District’s Board Policy and Administrative Regulation 5117. C-VUSD Board Policies and Administrative Regulations can be found on the C-VUSD website - Covina-Valley Website under the “Board of Education” tab.
Inter-district transfer requests that are denied may be appealed by the parent/guardian:
- To the Director of Student Services within ten (10) calendar days of the date of denial. The appeal must be in writing and must provide information and details as to why you are appealing the denial. You may fax your appeal to (626) 974-7060 attention: Director of Student Services. The Director of Student Services shall review your appeal based on Board Policy and Regulation, state law, consultation with school site(s), and the appropriate Assistant Superintendent as needed. If necessary, the Director may request a meeting with the parent(s)/guardian(s).
- If the Director of Student Services continues to deny the permit, the parent/guardian may appeal this decision to the Los Angeles County Board of Education, Division Student Services within thirty (30) calendar days of denial by the Director of Student Services. If the parent fails to appeal, the decision of the Covina-Valley Unified School District is final.

Revocation of Permits
A permit may be revoked at any time for any of the following reasons:
- Student has unsatisfactory attendance (e.g., excessive tardies, excessive absences regardless of whether excused or unexcused)
- Student fails to uphold appropriate behavioral standards (e.g., multiple entries in discipline file, any violations/suspensions under California Education Code 48900, 48900.2, 48900.3, 48900.4, 48900.7, or 48915)
- Student fails to make academic progress (e.g., poor grades)
- Providing false or misleading information
*Note: Revocation of inter-district permits are not eligible for appeal through the Los Angeles County Board of Education
