California Association for the Deaf “Heart of Gold” Award Mingchen Yang, a dedicated deaf and hard of hearing (DHH) teacher from South Hills, was recognized for her outstanding commitment to the California Association for the Deaf (CAD) organization. CAD presented her with the Heart of Gold Award at their recent conference for her above-and-beyond support for our DHH students. She is a dedicated and active member of the DHH teaching community. Covina-Valley is proud to have staff, like Mingchen, that are committed to bettering our students and the community at large. South Hills High School CTE Pathway Student Recognition The Board celebrated the South Hills High School Business, Applications, and Design CTE Pathway students for their exceptional management of the SH Print Shop, which includes the design, printing, and production of attendance banners for every school in the District. The students listed below are pictured with their teacher, Mr. Barry Hepner.

English Language Development (click the link to view) Dr. Stephanie Kearns, Director of Equity, Assessment, and Program Evaluation, along with Karen Huff, English Learner Teacher on Special Assignment, updated the Board on the District’s comprehensive English Language Development Program. This year, ELD teachers will work with Dr. Kearns and the EL staff to recommend new specialized ELD curricula for the 6-12 schools. The District is proud of our accomplishments in supporting our English Language Learners. Citrus College Dual Enrollment Agreement The District is excited to enter into an agreement with Citrus College for new dual enrollment courses. Dual enrollment courses count towards both high school graduation and transferable college credits. The District and Citrus College plan to offer Cosmetology courses and potentially Automotive Technology courses. This is the first step in providing more high-demand career opportunities for high school and adult students. The District is grateful to have strong community partners. |
Maria Caceres - Ms. Caceres shared her enthusiasm about the new Wellness Center at Covina High School. She also expressed excitement about the support the Wellness Center offers to students. Ms. Caceres also gave a shout-out to CHS’s Mr. Gustafson for the engaging activities in his Psychology class. The class is a favorite among the students. Maria Cruz - Ms. Cruz thanked Jose and Hannah, who led the Pledge of Allegiance, for showcasing their schools. She also noted the achievements of the SHHS Business program and the NHS FAME program. Sue Maulucci - Ms. Maulucci was impressed by the student work displayed at the Tri-Community Showcase and praised the District's post-graduation opportunities. Rachel Robles - Ms. Robles shared her delightful experience visiting Ben Lomond's "Trunk or Treat" event. She was impressed by the widespread participation of the staff and the festive atmosphere created for the school community. Darla Jacobo - Ms. Jacobo appreciated Dr. Matt Dalton's Social Emotional Learning Committee meetings and the insight into District programs. |

Salary Agreement with Covina Unified Education Association
The District is pleased to announce a salary increase for our Nurses, Teachers, and other certificated staff as part of a new agreement
with the Covina Unified Education Association. For the 2023-24 school year, staff will receive a retroactive salary increase of 6.25%
from July 1, 2023, and an additional one-time payment equivalent to 1.25% of their base salary. This agreement reaffirms our dedication
to supporting our educators and their crucial role in student education. The District would like to thank both negotiating teams for their
outstanding commitment and hard work.
Mental Health Services Coordinator Announced
Ana Vasquez was approved as the District’s new Mental Health Services Coordinator. She has been a valuable member of our District since 2021, serving as a licensed bilingual social worker. Ana's dedication to mental health services for all students is evident, and her ability to build warm and trusting relationships with students, families, and staff is remarkable. The District is incredibly fortunate to have had her as a social worker here at Covina-Valley, and we have no doubt that she will excel in her new role as Mental Health Coordinator.
Approving the Comprehensive School Site Safety Plans 2023-24
The California Education Code requires every K-12 school to create a Comprehensive School Site Safety Plan (CSSP) to maintain a safe
learning environment, manage potential risks, and prepare for emergencies. Each plan must be rigorously reviewed and approved by
the local law enforcement. These CSSPs are crucial as they offer detailed procedures to protect our students and staff. The Board has
approved the CSSPs for the 2023-24 school year, ensuring they are up-to-date and continue our commitment to safety.
Professional Development Opportunity with Consuelo Castillo Kickbusch
Covina-Valley Unified is excited to offer "Living with Purpose: An SEL Framework for School District Personnel, a professional
development series led by the nationally renowned author and speaker Consuelo Castillo Kickbusch. This professional
development is designed to equip our staff with the skills for resilience, wellness, and socio-emotional growth, enhancing their
ability to meet our community's educational needs and priorities.

Mr. Luis Diaz has joined Northview High School as the Student Support Specialist. With his experience as a school counselor intern in the Pomona Unified School District and holding a Master of Science in Educational Counseling from the University of La Verne, Luis is eager to make a positive impact in his new role. Similarly, Northview welcomes Mr. Oscar Ramirez, a former Science teacher and leader, as the Interim Assistant Principal. As a proud Northview alumnus with a Master of Arts from Claremont Graduate University, Mr. Ramirez is passionately committed to serving the school community, which has enriched his life. |

Maria Caceres - Mrs. Caceres highlighted the South Hills students' vinyl banners. She also thanked the schools for all they are doing to celebrate. Hispanic Heritage Month, and noted the Helpful Honda Helpers' visit to Northview. Maria Cruz - Absent Simon Wright - Mr. Wright highlighted Mr. Terry Abernathy at South Hills High for student support. Fire It Up! He thanked teachers for their commitment and praised the new principals for adapting and enriching the school culture. Sue Maulucci - Mrs. Maulucci warmly thanked Leah from Mesa Elementary and Sydney from Sierra Vista Middle School for sharing their school experiences and was deeply moved by their stories. Rachel Robles - Mrs. Robles expressed her appreciation to Rebecca Burke and Lenka Kendall for initiating a PTA at Fairvalley High School and their efforts involving parents and families throughout the District. Gianna Herrera - Ms. Herrera highlighted the aviation program from her school, noting students' enthusiasm for understanding aircraft operations, exploring job prospects, and eager anticipation for spring enrollment. |

2022-23 Unaudited Actuals The Board of Education unanimously approved the Unaudited Actuals report, encompassing the year-end financial statements from July 1, 2022, through June 30, 2023. This report analyzes the District's financial performance over the last fiscal year, detailing revenue expenditures. The unaudited actuals are within 0.5% of the adopted budget, exceeding the goal set by Fiscal Services. Classified School Employees Teacher Credentialing Grant The Board of Education approved the Classified School Employee Teacher Credentialing Program (classified grant). This venture encourages current non-teaching staff to pursue credentials as licensed teachers. The initiative facilitates these employees in completing their bachelor’s degrees and teacher preparation program and providing instructional service as fully credentialed teachers. The program addresses the need for more qualified kindergarten and early childhood education teachers. The classified grant will elevate the educational landscape in the District, fostering a nurturing and enriched learning environment for all students. |

Student Board Members Sworn in for the 2023-24 School Year The Oath of Office ceremony was administered to the Student Board Members for the 2023-24 school year. This is a significant step in bolstering student engagement and voice within our educational community. Four outstanding students have been selected as representatives of their high schools: Gianna Herrera (Grade 11) represents Covina High School; Darla Jacobo (Grade 11) represents Northview High School; Ahriana Chavez (Grade 12) represents South Hills High School; and Lina Rojas (Grade 12) represents Fairvalley High School. Student Board Members contribute distinctive student viewpoints to the governance process. They are committed to advancing student interests, facilitating communication between students and the Board, and shaping the educational landscape. These student representatives are poised to drive positive change throughout the school year. |

Attendance Plan Presentation (click the link to view) Matt Dalton, Ed.D., Director of Student Services, presented the 2023-24 school year Attendance Plan to increase student attendance and engagement. Schools will increase parent outreach, offer student participation incentives, and provide necessary resources to support struggling students and families. Attending school each day is an essential part of student success. 45-Day Budget Update (click the link to view) Mr. Manuel Correa, CPA, Chief Business Officer, presented information on the 45-Day Budget Update. Our District is fiscally prepared for the start of a new school year and looks forward to providing many resources, programs, and qualified staff. Arts Education Collective Grant The visual and performing arts continue to grow and thrive. The Arts Education Collective Grant supports our outstanding art teachers with materials and supplies. It also supports art instruction training and professional development. C-VUSD is proud to offer a comprehensive fine arts program that supports student creativity, well-being, and achievement. Revised Board Policy: Travel Expenses (click the link to view) The Board of Education voted to revise Board Policy 3350: Travel Expenses to increase travel reimbursement to $74 per day to align with the approved IRS rates for Los Angeles County during this fiscal year. Agriculture CTE Incentive Grant The Agricultural Career Technical Education Incentive Grant provides Covina-Valley with funds to support our high-quality agricultural career technical education programs. Covina-Valley’s comprehensive agriculture program ensures a constant source of employable, trained, and skilled graduates. Teacher Induction Program Agreement Covina-Valley Unified is excited to partner with Foothill Consortium and the Los Angeles County Office of Education for a second year to provide an induction to teachers working to clear their California teaching credentials. |
Maria Caceres - Ms. Caceres welcomed everyone back to the start of the new school year. She especially thanked those preparing the schools and putting in the extra effort. Maria Cruz - Ms. Cruz congratulated the new Student Board Members. She congratulated Joy Glaspy, the Teacher of the Year, Jesus Mercado, the Classified Employee of the Year, and Julie Harrison, the CTE Administrator of the Year. Ms. Cruz thanked the community for supporting the Back to School Extravaganza. Simon Wright - Thanked the community partners for the Back to School Extravaganza. He thanked Dr. Dalton for the Attendance Plan presentation. Attendance is a way to bring people into the schools and break down barriers. He challenged the Student Board Members to get to know the facets of their schools and be positive liaisons. He also thanked Mr. Jacobsen for presenting ChatGPT at the Covina Rotary Meeting. Sue Maulucci - Mrs. Maulucci is excited about the new school year and is also excited to work with the Student Board Members. She congratulated Joy and Jesus. Rachel Robles - Mrs. Robles welcomed everyone back and congratulated the staff on their recognition. She welcomed the new Student Board Members. Ahriana Chavez - Ms. Chavez recognized the staff who were honored. She plans to spread the word about the work of the Student Board Members, and she thanked her father, one of the barbers at the Back to School Extravaganza. She is excited to see that the District is working on attendance. |

Fairvalley High School Leads the Pledge
Scarlette Mendez, a 12th-grade student at Fairvalley, led the Pledge of Allegiance and spoke about the great things happening at her school. Scarlette shared her work in mental health awareness and her part-time work experiences. She expressed her gratitude to the staff in the Career Center for helping her achieve her goals. She is excited about graduating this year, attending a university in the fall, and pursuing an education in the criminal justice field.
Fall Sport Recognition
During the Board of Education meeting, principals and athletic directors from all Covina-Valley Unified high schools recognized outstanding student-athletes with certificates for their Fall Sports achievements. Students from the Girls'/Boys’ Tennis, Cross Country, Basketball, Football, and many other sports were recognized for their dedication and determination this season. Way to go, Colts, Huskies, and Vikings!
Facilities Project Update
Mr. Keith Kovach gave a presentation on the various district construction projects and their status of completion. The Sierra Vista Middle School counseling office will receive a renovation from holding the increase in site counselors. The South Hills High School parking lot will have updated American Disability Act modifications to become more user-friendly. Lastly, the Covina High School Junior Varsity Softball Field will replace the grass with a dirt infield. Other projects at our various school sites remain in the design and development phases, and our District is eager to see advancement.
Available Resources on Our Website
A copy of the School Accountability Report Cards will be available for viewing in the Educational Services department and posted on our website. Also, the 22-23 Single Plan for Student Achievement is now available on our website. The plan displays how funds will be used to improve the academic achievement of our students.
